为满足业务发展需要，优化机队结构，提升运营与服务能力，中信海洋直升机股份有限公司（以下简称“中信海直”）计划在未来五年内（2026-2030年）引进若干架超中型直升机，特发布本公告，公开征集符合要求的超中型直升机机源信息，邀请直升机制造原厂、租赁公司及持有相关机源的各方（以下统称“响应方”）参与。
To meet business development needs, optimize fleet structure, and enhance operational and service capabilities, CITIC Offshore Helicopter Co., Ltd. (herein after referred to as "COHC") plans to introduce several super-medium helicopters within the next five years (2026-2030). This announcement is hereby issued to publicly solicit information on available super-medium helicopter sources that meet the requirements. Helicopter manufacturers, leasing companies, and parties holding relevant helicopter sources (collectively referred to as "Respondents") are invited to participate.
一、征集机源基本要求Basic Requirements for Sourced Helicopters
符合海油作业构型标准（IOGP）的 AW189、H175，或综合性能、载客载货能力、航程等核心指标处于同等水平的超中型直升机，须具备全套有效适航文件，包括制造商生产许可证（PC）、机型型号合格证（TC）以及中国民用航空局核发的型号认可证（VTC）。
本次征集全新可出售机源及可经营性租赁的机源（可接受非全新机）。租赁年限管控为统一通用要求（新机、非全新机均适用）：以直升机原厂出厂交付日期为计算基准，我司运营使用阶段整机累计机龄最高不超过15年，机源交付后需预留充足剩余可用年限。
分类专项要求如下：
全新原厂直升机：最晚工厂验收时间不得迟于2030年 6月30日，交付机位靠前的方案优先考虑；
非全新二手直升机除满足上述通用年限要求外，还须全部符合以下硬性合规条件：
（1）直升机出口国与中国民航局签署有效双边适航协议；若从非机型原产制造国出口，出口国需与中国建立双边适航互认安排，遵守中国民航局二手航空器进口相关管理规定；
（2）可提供完整连续维修履历、全套持续适航文件，整机无重大事故、结构性损伤相关记录。
同等条件下，交付周期更短、整机工况优良、合规资料齐全、剩余可用年限充裕的机源方案竞争优势更强。
Super-medium helicopters meeting IOGP offshore operation standards, including AW189, H175, or equivalent models with comparable comprehensive performance, passenger/cargo capacity, range and other core indicators, shall hold full valid airworthiness documents, including the Manufacturer’s Production Certificate (PC), Type Certificate (TC), and Validation Type Certificate (VTC) issued by CAAC.
This solicitation is for brand-new helicopters for sale and helicopters available for operational lease (pre-owned units are acceptable). A uniform lease term requirement applies to both new and pre-owned aircraft. Calculated based on the manufacturer’s original delivery date of the helicopter, the total service life of the aircraft during our operation shall not exceed 15 years. Sufficient remaining service life must be ensured upon aircraft delivery.
Specific requirements by aircraft type are set out below:
Brand-new factory helicopters: The latest factory acceptance date shall be no later than June 30, 2030. Proposals with earlier delivery slots will be given priority.
Pre-owned second-hand helicopters: In addition to complying with the above general service life requirements, all units must meet the following mandatory compliance criteria:
(1) The exporting country of the helicopter has a valid bilateral airworthiness agreement with the CAAC. If exported from a country other than the original manufacturer’s country, the exporting country shall have established mutual recognition of airworthiness with China, and all relevant regulations of the CAAC governing the import of second-hand aircraft shall be strictly observed.;
(2) Complete and continuous maintenance records as well as full sets of continuing airworthiness documents shall be provided. The aircraft shall have no records of major accidents or structural damage.
Under equal conditions, aircraft proposals featuring a shorter delivery cycle, good overall operating condition, complete compliance documents and ample remaining service life will enjoy greater competitive advantages.
二、响应方资格要求Eligibility Requirements for Respondents
响应方须具有独立承担民事责任的能力和良好的商业信誉，须为所提供机源的所有者、授权代理商或具备制造商有效授权的经销商/租赁商。
Respondents must have the capacity to independently bear civil liability and possess a good commercial reputation. Must be the owner of the offered helicopter source, an authorized agent, or an authorized dealer/lessor with valid authorization from the manufacturer.
三、响应文件内容要求Content Requirements for Response Documents
有意参与的响应方，请按以下要求提交响应文件（中英文版本均可，建议提供中文版本）:
1.公司资料：?包括但不限于营业执照、代理授权书（如适用）、公司简介及证明直升机所有人的证明文件。
2.机源详细信息：具体直升机型号（如 AW189、H175等）、机源类型（全新原厂/二手）、完整构型配置清单、提供方式（直接销售、经营性租赁等）。二手机源还需列明当前机龄、总飞行小时、出口国，并出具出口国与中国双边适航协议合规说明，同步提供整机维修履历、持续适航文件、无重大事故及结构性损伤相关证明材料。
3.交付计划：提供自合同签订至完成交付的完整初步时间表；
（1）全新直升机：列明预计工厂验收年月、交付至中信海直深圳基地的预计时间；
（2）二手直升机：单独列明双边适航文件办理、航空器整备、出口适航取证、交付至中信海直深圳基地各阶段时间节点。
4.商务信息：初步报价基础或合作方案要点（可选），租赁方案需匹配整机15年运营使用年限管控要求。
Interested respondents are requested to submit their response documents (Chinese or English version acceptable, Chinese version recommended) according to the following requirements:
1.Company Information:? Including but not limited to business license, agency authorization letter (if applicable), company profile, and documents proving helicopter ownership.
2.Detailed Helicopter Source Information: Specify the exact helicopter model (e.g., AW189, H175, etc.), aircraft source type (brand-new factory unit / pre-owned unit), complete configuration list, and supply method (outright sale, operating lease, etc.). For pre-owned aircraft sources, additionally state the current airframe age, total flight hours and exporting country, provide a compliance statement regarding the bilateral airworthiness agreement between the exporting country and China, and submit full airframe maintenance records, continuing airworthiness documents, as well as supporting certificates confirming no major accidents or structural damage.
3. Delivery Plan: Submit a full preliminary schedule covering the period from contract signing to completion of delivery.
(1) Brand-new helicopters: Indicate the estimated year and month of factory acceptance, as well as the estimated delivery date to COHC’s Shenzhen Base.
(2) Pre-owned helicopters: Separately specify the timeline for each stage including bilateral airworthiness document processing, aircraft overhaul, export airworthiness certification issuance, and delivery to COHC’s Shenzhen Base.
4.Commercial Information:? Preliminary pricing or key cooperation terms (optional). All proposals shall comply with the 15-year maximum airframe operation age control requirement.
