为满足业务发展需要，优化机队结构，提升运营与服务能力，中信海洋直升机股份有限公司（以下简称“中信海直”）计划在未来五年内（2026-2030年）引进若干架超中型直升机，特发布本公告，公开征集符合要求的超中型直升机机源信息，邀请直升机制造原厂、租赁公司及持有相关机源的各方（以下统称“响应方”）参与。
To meet business development needs, optimize fleet structure, and enhance operational and service capabilities, CITIC Offshore Helicopter Co., Ltd. (herein after referred to as "COHC") plans to introduce several super-medium helicopters within the next five years (2026-2030). This announcement is hereby issued to publicly solicit information on available super-medium helicopter sources that meet the requirements. Helicopter manufacturers, leasing companies, and parties holding relevant helicopter sources (collectively referred to as "Respondents") are invited to participate.
一、征集机源基本要求Basic Requirements for Sourced Helicopters
符合海油构型标准（IOGP）的AW189、H175或综合性能、载客/载重能力、航程等关键指标同等级别的超中型直升机，具备相应的适航认证，如制造商生产许可证（PC）、机型型号合格证书（TC）及中国民用航空局颁发的型号认可证（VTC）。所提供机源必须为全新直升机，即从制造厂首次交付的飞机。可接受的最晚工厂验收时间应不晚于2030年6月30日，能够提供更早交付机位的方案将更具竞争优势。
Super-medium helicopters such as the AW189 or H175, configured to IOGP standards, or models with equivalent comprehensive performance, passenger/cargo capacity, and range. Aircraft must possess relevant airworthiness certifications, such as the manufacturer's Production Certificate (PC), Type Certificate (TC), and a Validation Type Certificate (VTC) issued by CAAC. Only brand-new helicopters delivered directly from the manufacturer will be considered. The latest acceptable factory acceptance date is June 30, 2030. Proposals offering earlier delivery schedules will be prioritized.
二、响应方资格要求Eligibility Requirements for Respondents
响应方须具有独立承担民事责任的能力和良好的商业信誉，须为所提供机源的所有者、授权代理商或具备制造商有效授权的经销商/租赁商。
Respondents must have the capacity to independently bear civil liability and possess a good commercial reputation. Must be the owner of the offered helicopter source, an authorized agent, or an authorized dealer/lessor with valid authorization from the manufacturer.
三、响应文件内容要求Content Requirements for Response Documents
有意参与的响应方，请按以下要求提交响应文件（中英文版本均可，建议提供中文版本）:
1.公司资料：包括但不限于营业执照、代理授权书（如适用）、公司简介及证明直升机所有人的证明文件。
2.机源详细信息：具体直升机型号（如AW189、H175等）、详细的构型配置清单以及提供方式（直接销售、租赁等）。
3.交付计划：请尽可能提供从合同签订到完成交付的初步时间表，需包含预计工厂验收时间（明确到年月）以及预计交付时间（明确预计可交付至中信海直深圳基地的时间）
4.商务信息：初步的报价基础或租赁方案要点（可选）。
Interested respondents are requested to submit their response documents (Chinese or English version acceptable, Chinese version recommended) according to the following requirements:
1.Company Information: Including but not limited to business license, agency authorization letter (if applicable), company profile, and documents proving helicopter ownership.
2.Detailed Helicopter Source Information: Specific helicopter model (e.g., AW189, H175, etc.), detailed configuration list, and method of provision (e.g., sale, lease).
3.Delivery Plan: Please provide a preliminary schedule from contract signing to completion of delivery, including the estimated factory acceptance time (YYYY-MM) and the estimated delivery time (specify estimated time for delivery to COHC's Shenzhen base).
4.Commercial Information: Preliminary pricing or key points of leasing proposal (optional).
四、提交方式与截止时间Submission Guidelines & Deadline

响应文件提交截止日期为 2026年1月26日15:00（北京时间）。中信海直保留根据需要调整截止时间的权利，如有调整将另行通知。
Please send the response documents in PDF format via email to zhuyalun@cohc.citic and hukun3@cohc.citic. The email subject line should read: "Response to Super-Medium Helicopter Source Solicitation - [Full Name of Respondent]".
The deadline for submitting response documents is 15:00 (Beijing Time) on January 26, 2026. COHC reserves the right to adjust the deadline and will notify respondents in advance if necessary.

本次发布为机源信息征集公告，旨在进行市场调研、机位搜寻和初步方案收集，不构成任何采购承诺或要约。中信海直有权根据征集情况决定后续的正式采购方式、时间及数量。响应方应对所提供全部信息的真实性、准确性和合法性负责。
This announcement serves solely for market research, aircraft sourcing, and preliminary proposal collection. It does not constitute a procurement commitment or offer. COHC will determine the final procurement approach, timeline, and quantity based on the solicitation outcomes.
