公司近期将有2架AW139直升机计划在法国交付，现公开征集AW139直升机国际运输服务方案。

一、交付时间与交付地点 Pick-up time and point

二、货物信息Fuel tank capacity
第1架和第2架AW139直升机的油箱容量分别是2068L和1568L，平均小时油耗为500升左右。
The fuel tank capacities of the first and second AW139 helicopters are 2068 liters and 1568 liters respectively, and the average hourly fuel consumption is approximately 500 liters.
三、目的地：广东省深圳市南海大道3533号南头直升机场
Destination: Nantou Heliport, 3533 Nanhai Road, Shenzhen, Guangdong, China
四、服务要求：转场调机。
提供转场调机方案，须注意以下关键前提：2架直升机在法国交付时，仅持有出厂原始证件（如出口适航证、噪音合格证等），且原有国籍登记证将在交付前注销。因此，转场调机方案须为全程一体化服务，具体包括但不限于以下内容：
（1）临时证照与飞行许可办理：负责在交付后为直升机办理临时国籍登记、国际调机适航许可及沿途各国飞越、落地许可；
（2）专业机组配置：须派遣具备AW139机型资质及丰富跨国调机经验的机长与副驾驶，以及机务人员，并随方案提供机组简历；
（3）全程飞行保障：包括详细航线规划、各经停站点地面代理安排，以及协调加油、停机、机组通关与休息等事宜；
（4）进口通关支持：直升机抵达中国后，需协助我方完成进口报关及相关民航备案手续。
Service Requirements: ferry flight
Proposals for the ferry flight solutions must account for the following key prerequisites: Upon delivery in France, the two helicopters will only be furnished with original factory-issued documents (e.g., Export Airworthiness Certificate, Noise Certificate, etc.), and their original Certificate of Registration will be cancelled prior to delivery. Therefore, the ferry flight solution must be a full-process integrated service package, including but not limited to the following items:
（1）Temporary license and flight permit processing: Responsible for handling temporary nationality registration, international airworthiness permits for aircraft transfer, and overflight and landing permits for all countries along the route after delivery.
（2）Professional crew configuration: Must dispatch a captain and co-pilot with AW139 aircraft qualifications and rich experience in international aircraft transfer, as well as maintenance personnel, and provide crew resumes along with the plan.
（3）Full flight support: Including detailed route planning, ground agent arrangements at each stopover, and coordination of refueling, parking, crew customs clearance and rest, etc.
（4）Import customs clearance support: After the helicopter arrives in China, assist us in completing import customs declaration and related civil aviation filing procedures.
五、供应商资质要求：供应商需具备合法有效的营业执照和相关资质证书，须提供过去两年内完成的中型或大型直升机（最大起飞重量4.5吨以上）国际运输经验证明材料。
Supplier requirements: The supplier shall have business license and relevant qualification certificate, and shall provide proof of international transportation experience of mid or heavy helicopter (Maximum Takeoff Weight above 4.5 tons) completed in the past two years.
六、报价方式：报价必须包含全部服务需求内容，须以美元报含税总价。为免疑义，本次征集仅为寻找合格供应商及获取项目成本价参考，征集单位不承诺必然向征集的供应商进行采购，实际采购项目将根据需求通过询价、竞争性磋商或公开招标等方式选取最终供应商，具体以征集单位发出的正式采购文件为准。
Quotation requirements: Must include all service requirements and should be quoted in US dollars including tax. For the avoidance of doubt, this solicitation is solely for the purpose of identifying qualified suppliers and obtaining references for the project cost price. The soliciting entity does not warrant that it will necessarily procure goods or services from the solicited suppliers. The actual procurement will select the final suppliers through inquiry, competitive negotiation, public bidding or other methods in accordance with the actual needs, subject to the official procurement documents issued by the soliciting entity.
